Introduction
The Nam Theun 2 hydropower plant is one of the most significant infrastructure projects ever completed in Laos. Operated by the Nam Theun 2 Power Company (NTPC) and jointly developed with the Government of Laos, the 1,070 MW facility began commercial operations in 2010, supplying electricity to the Lao national grid while exporting the majority of its output to Thailand.
Operating a facility of this scale requires continuous, reliable oversight across the entire site. As the plant's monitoring needs grew and operators across multiple control rooms increased, the limitations of the existing NVR infrastructure became challenging to work around. The system was locked to a single camera manufacturer, offered no failover capability in the event of a server failure, and required slow manual review to locate recorded footage. For a power plant in active operation, this approach did not meet the facilities operational requirements.
NTPC partnered with PABX Laos, a Network Optix distributor and system integrator in Laos, to find a replacement.
Challenges

Legacy Systems: The existing standalone DVRs and keypad access controls could not keep pace with the growing number of users across the facility.

No Failover Protection: A server failure meant a complete loss of recording across the site with no automatic recovery. For a power plant supplying energy to an entire region, recording gaps were not something NTPC could risk.
